The decision not give anything towards the River Lambourn Campaign, if based on what the minutes stated as reasons, was totally wrong. The minutes detailed various incorrect, "facts", to justify the outcome required.

I hope, this was just a silly mistake.

Dear Charles,

I have seen the correspondence you have had with Sarah and endorse what she said about the status of the minutes.

It is unfortunate that there were no representatives from the campaign group at the last Parish Council meeting. The letter I sent to the five people who wrote to me (with a copy to all parish councillors) summarised the situation as the parish council saw it. If these facts are wrong then there will be an opportunity to correct them at the Parish Council Meeting on 9th May.

It would be helpful if, ahead of the meeting, you could let me have a detailed account of the sequence of events which led to the appointment of a QC. In particular, the role played by the campaign group in alerting the official bodies to the situation.

We are mindful that, in spite of the responsibilities of the Environment Agency and West Berkshire Council, neither were prepared to contribute towards the cost of the QC. On two occasions the Parish Council turned down a request for financial support. This was not because we did not support the campaign but was because we considered the appointment of a QC to be unnecessary. There was also some concern that this would create a precedent for the spending of council funds.

The Parish Council aims to take into account the views of all parishioners and you should be aware that there is some support for the stance taken by the Council. If you would like, I am happy to have an open discussion about the issue at the next Parish Council Meeting and hope that there will be some representation from supporters of the campaign attending.

Kind regards

David
Welford Parish Council Chairman
